The goal of the Clean Water Act is to restore and maintain the chemical, physical, and biological integrity of the nation's waters. Pursuant to the requirements of the Clean Water Act, the SD Department of Environment and Natural Resources is required to develop a Total Maximum Daily Load (TMDL) for all impaired water bodies within the state. A TMDL is a calculation of the maximum amount of pollutant that a water body can receive and still safely meet water quality standards.
