This program provides financial assistance to low- and moderate-income owners to maintain their mobile homes in a decent, safe, and sanitary condition.

What are the household eligibility requirements?

• Gross household income must not exceed 80 percent of the median family income. This is defined as income of all household members from all sources before taxes and withholding. Child support is included in this calculation.
• The household must own the mobile home and have occupied it for one year. If purchasing a mobile home on a Contract for Deed, the contract must be recorded and vendor's authorization will be required.

• The mobile home must be located within the city limits of Sioux Falls.
• Properties to be repaired for resale are not eligible under this program.
• Properties constructed prior to 1978 must pass a lead hazard screen. Any mobile home failing the lead hazard screen will require a risk assessment to determine a lead hazard reduction plan.

What is the maximum amount of assistance?

• A maximum of $2,000 can be provided to any one mobile home during its lifetime.
  

What are the terms of the loan?

• Assistance is provided as a three-year diminishing lien.
• For each year the household lives in the mobile home after completion, one-third of the amount of assistance is forgiven.
• After three years, the entire amount of assistance is forgiven.
• If the household moves out within three years, the prorated principal becomes due and payable with 6 percent interest.

What work is eligible?

• Repairs are limited to those that are emergency in nature. This may include:
  • Repair or replace faulty heating system.
  • Repair or replace faulty electrical.
  • Repair or replace faulty plumbing.

  What is involved?

  • Mobile homeowners who request financial assistance for rehabilitation work will be provided with technical assistance as needed.
  • Applicants must allow a complete inspection of the mobile home by a Community Development staff member. A work write-up containing the description of the repairs to be financed by the program will be prepared by Community Development. It will be the responsibility of the owner to solicit bids from area contractors. After soliciting bids, the owner will select the contractor for the project and sign a promissory note with Community Development to secure funding. No changes to the project will be made after the promissory note has been signed.
  • It should be noted that until you sign the contract and promissory note, you are under no legal obligation.
