ORDINANCE NO. 26-00
AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, AMENDING THE REVISED ORDINANCES OF THE CITY BY CREATING THE SIOUX FALLS ICE AND RECREATION CENTER BOARD.
BE IT ORDAINED BY THE CITY OF SIOUX FALLS, SD:
Section 1. That Chapter 27 of the Revised Ordinances of Sioux Falls, SD, is hereby amended by adding an article to read as follows:
Article IV. Sioux Falls Ice and Recreation Center Board.
Section 27-50. Created.
There is hereby created the Sioux Falls Ice and Recreation Center Board.
Section 27-51. Composition.
The Ice and Recreation Center Board shall be composed of five members appointed by the mayor with the advice and consent of the city council. The membership shall include a representative of a city youth hockey organization, a representative of a city youth figure skating organization, a representative of the Thomas White Eye Institute, and a lay person of the community.
Section 27-52. Terms.
The term of each member of the board shall be for five years, or until a successor is appointed and qualified.
Section 27-53. Officers.
The board shall elect from its members a president and vice president, each of whom shall serve for a term of one year or until a successor is elected and qualified. The vice president shall act in the absence or disability of the president. In case of death or resignation of an officer, a successor shall be immediately elected.
Section 27-54. Meetings.
The board shall hold at least one meeting each year.
Section 27-55. Quorum.
Three members shall constitute a quorum and may, by resolution or motion at any meeting duly held, authorize any action within the power of the board.
Section 27-56. Powers and duties.
The board shall advise the facility manager, the city park and recreation board, the mayor, and the city council regarding fees for use of the facility; ice time for public figure skating, open skating, hockey, and other uses; and any sale of the facility or discontinuance of its use as an ice rink. Such advice will include suggestions for a replacement facility.
