The following information explains the nature of an application, making applications, the site plan, posting signs, the Planning Commission meeting, the City Council meeting (if required) and the Petitioner’s responsibilities.

The City of Sioux Falls Planning Commission serves as an advisory Board to the City Council. It is the responsibility of the Planning Commission to consider and make recommendations on land use and zoning matters.

Any final action on conditional use permit or special use permit requests taken by the Planning Commission are final unless appealed to the City Council. Any action taken on preliminary subdivision plans will be referred to the City Council for their public hearing and final action.

Any action on rezoning requests, major amendments, annexations, future land use plan amendments, or ordinance amendments are referred to the City Council for their public hearing and final action. Council meetings are held here in the Carnegie Town Hall and these public hearings are televised.

Any final action taken on a final development plan or minor amendments for a planned development district is final.

Applications are place on the monthly Planning Commission agenda. The meetings are held on the first Wednesday of each month at 7:00pm at the Carnegie Town Hall, 235 W. Ninth Street. The meetings are televised on City Link Channel 16.

In order to place certain non-controversial items on the Commission's consent agenda, planning staff and the Planning Commission applies the following criteria:

  • First - The request conforms with the city's 2015 Land Use Plan
  • Second - Planning staff recommends approval of the request; and
  • Third - There are no audience members present, or written comments received, in opposition to the request.

The Planning Commission Chairperson will request planning staff to present a brief report on each item, then they will require that the applicant come forward to make a statement or answer questions. After the petitioner; anyone from the audience who wishes to address a particular agenda item shall be recognized. After all public testimony has been taken, the Planning Commission will “close” the hearing and vote to approve, deny or defer the item.

Required attachments should be one copy each, no larger than 11”x17” if readable. If attachments are not readable at that size, attach three copies drawn to scale and on reduced sized copy.
