The U.S. Postal Inspection Service is offering a reward of up to $10,000 for information leading to the arrest and conviction of the person or persons responsible for the mailing of a threatening letter containing a white powder to the campaign office of Joel Dykstra located at 2109 S. Minnesota Avenue, Sioux Falls, SD 57105.
