PUBLIC NOTICE
This notice provides the public an opportunity to examine and comment on the proposed Amendment No. 1 to the 2008 Action Plan for the City of Sioux Falls for a period of 30 days. The Action Plan is part of the Consolidated Plan for the City and identifies specific activities to be undertaken with the use of federal funding from both the Community Development Block Grant (CDBG) program and Home Investment Partnerships (HOME) program. Anyone wishing to comment on the proposed amendment should do so in writing and send the same to Community Development, 235 West 10th Street, PO Box 7402, Sioux Falls, SD 57117-7402. Written comments must include the name and address of the person submitting the comment. The comment period will end March 3, 2008.
Project 503-801. $50,000 of CDBG funding is allocated to St. Francis House. CDBG funds will be used for acquisition of a condemned property. After demolition, a new four-unit multifamily housing project will be constructed. The units will provide emergency housing for homeless families for up to six months. The total estimated project cost is $736,900.
During preparation of the 2008 Action Plan, the City estimated its 2008 CDBG grant at $842,000.00 and its 2008 HOME grant at $494,000.00. The actual grant amounts provided by the federal government are $816,147.00 and $473,202.00 respectively. In addition, $326,585.35 of CDBG funds and $195,558.62 of HOME funds were uncommitted after the 2007 program year and must be reallocated to open projects. There were other funding reductions made to balance the allocations made herein. The 2007 Neighborhood Revitalization Acquisition and Rehab Program was reduced by $20,000.00 for a revised total of $100,000.00. The HOME program administrative funding originally allocated in 2005 was reduced by $10,107.10, and the HOME program administrative funding originally allocated in 2006 was reduced by $23,867.70.
The allocations in the 2008 Action Plan are being amended as follows to address the availability of funding: $520,084.52 of CDBG funding is budgeted for the Single-Family Housing Rehabilitation Loan Program. CDBG Administration has been reduced to $223,147.00. The total CDBG and HOME funding available to the Homebuyers Assistance Program is $395,500.83. $393,735.42 of HOME CHDO funding is available to Sioux Falls Housing Corporation for the Neighborhood Revitalization New Construction Program.
