At approximately 3:30 p.m. on August 24, 2009, officers were called to the area of Fourth Street and Cliff Avenue in response to a person who was bleeding from the neck.

The victim, a 28-year-old male, had been injured at a residence in the area. The exact cause and seriousness of the injury were not immediately known. He was transported to a local hospital by ambulance.
