Mayor Dave Munson has submitted a 2010–2014 Capital Improvement Program to the Sioux Falls City Council that emphasizes infrastructure improvements and includes projects that will benefit all Sioux Falls neighborhoods.
The plan contains resources to construct and improve new and existing highways and streets, utilities, City facilities like fire stations and libraries, parks, and equipment for most City departments.
“The 2010–2014 Capital Improvement Plan contains a strong emphasis on infrastructure,” Mayor Dave Munson said. “It is a responsible balance between maintenance needs and growth demands.”
The $471 million plan is funded through sales tax and user fees as well as state, federal, and donated funds. This represents a decrease of 16.4 percent from the 2009–2013 plan, which was funded at $564 million. The difference is realized as the City completes funding for major projects like the Lewis & Clark Rural Water System, the Big Sioux River flood control project, and the federally funded railroad relocation project.
On a percentage basis, the five-year plan allocates funds as follows: Highways and streets: 44 percent Enterprise Funds (Water, Water Reclamation, Lights, Landfill, and Parking): 39.5 percent Parks, Library, and Arena/Orpheum: 10.7 percent Other (equipment for Police/Fire and other departments): 5.8 percent
The five-year plan includes $210 million for highways and streets. More than half goes to preserve the existing transportation system and address issues involving safety and capacity, with the remainder going to expand and construct new roads.
While the Capital Improvement Program is submitted as a five-year plan, only projects scheduled for 2010 are incorporated into the 2010 budget. The 2010 Capital Improvement Program totals $85 million for a decrease of 50.2 percent over 2009, due again to the completion of major projects.
The 2010 projects also focus heavily on infrastructure. Seventy-three percent of projects funded through sales tax in 2010 will be Public Works projects, including reconstructions of River Boulevard and Eighth Street. Work will also continue in 2010 on the Big Sioux River flood control project, including reconstruction of the 41st Street bridge. |
