PUBLIC NOTICE
This notice provides the public an opportunity to examine and comment on the proposed Amendment #4 to the 2009 Action Plan for the City of Sioux Falls for a period of 30 days.
The Action Plan is part of the Consolidated Plan for the City and identifies specific activities to be undertaken with the use of federal funding from both the Community Development Block Grant (CDBG) program and Home Investment Partnerships (HOME) program.
Anyone wishing to comment on the proposed amendment should do so in writing and send the same to Community Development, 235 West 10th Street, PO Box 7402, Sioux Falls, SD 57117-7402. Written comments must include the name and address of the person submitting the comment. The comment period will end November 9, 2009.
Project 713-501. $65,408.28 of CDBG funding and $53,000.00 of HOME funding is allocated to the 2009 Homebuyers Assistance Program. Deferred payment loans are provided to households with incomes at or below 80% of the median family income for the down payment and closing costs associated with the purchase of a house. The revised allocation for this program is $824,180.50.
Project 713-902. $28,000.00 of CDBG funding is allocated to project delivery costs for the 2009 Homebuyers Assistance Program. The revised allocation for this program is $60,000.00.
Project 514-607. $16,000.00 of CDBG funding is allocated to a neighborhood revitalization/blight removal project. A property was purchased. The existing dilapidated house, which contributed to neighborhood blight, was demolished thereby improving the neighborhood. An additional $4,000.00 will be available for project delivery costs (project 514-808).
Project 514-501. $4,178.25 of CDBG funding is allocated to the 2009 Single-Family Housing Rehabilitation Loan Program. No-interest deferred payment and low-interest repayment loans are provided to home owner-occupants with incomes at or below 80% of the median family income for eligible repairs to maintain their homes in a decent, safe and sanitary condition. The revised allocation for this program is $442,514.02.
Funding for the above increases will be obtained as follows: $4,178.25 from project 514-501, 2008 Single-Family Housing Rehabilitation Program; $34,000.00 from project 514-902, 2009 delivery costs for the Single-Family Housing Rehabilitation Program; $4,408.28 from project 514-905, Repair Affair Program; $53,000.00 from project 621-801, 2008 HOME Administration; and $75,000.00 of CDBG program income over the amount budgeted.
