Title: Work to Begin on Russell Street and Minnesota Avenue


Beginning on Monday, August 16, 2010, asphalt overlay work will begin on Russell Street and Minnesota Avenue. Both projects consist of patching the existing concrete street and paving a 2" layer of asphalt over the existing pavement. This technique extends the life of the existing street and provides a smooth driving surface for drivers. Traffic delays are expected and motorists are encouraged to use alternate routes. These projects are a major part of the additional $2.6 million to accommodate additional street construction projects. These funds were identified by reprioritizing capital funds originally planned for street expansion, realizing project savings from competitive bids and using available federal funds of $0.6 million.

Russell Street from the Big Sioux River bridge to Minnesota Avenue

Westbound traffic on Russell Street will be reduced to one lane with no left turns allowed. After placement of the asphalt overlay in the westbound lanes, eastbound traffic on Russell Street will then be reduced to one lane with no left turns allowed.

At times during construction, portions of Russell Street will be closed to through-traffic with detours in place. Russell Street is expected to fully reopen by the middle of September. The prime contractor for this project is Seal Pros, Inc. of Harrisburg, SD.

The construction cost is $880,767.82

Minnesota Avenue from Russell Street to 18th Street

North and southbound traffic will be maintained during construction; however, traffic will be reduced to one lane in each direction. Minor intersections will be closed to cross-traffic periodically as the work progresses. Major intersections will be closed during evenings or weekends.

The work is anticipated to be completed in mid-October. The prime contractor for the project is Asphalt Surfacing Company of Sioux Falls, SD.

The construction cost is $1,169,252.86
