On Sunday, August 15, 2010, at 10:30 p.m., Sioux Falls Police Officers were dispatched to the intersection of Ninth Street and West Avenue for an injury accident.

Upon arrival, officers located an individual that was crossing the street and was hit by a car traveling southbound. The driver of the car fled the scene on foot. The victim was transported via ambulance to a hospital for medical treatment.

The driver of the vehicle was located a short distance away by officers. The investigation led to his arrest for vehicular battery, felony hit-and-run injury accident, and D.W.I. first offense. He was lodged at the Minnehaha County Jail.

The driver of the vehicle was identified as Joseph Ngeleka Kanguvu. His date of birth is 12-25-1975, and he is a resident of Sioux Falls.
