Mayor Mike Huether announced the appointments of City Attorney and three City Directors today. They include:
- City Attorney: David Pfeifle
- Public Health Director: Jill Franken
- Director of Community Development and Public Parking: Darrin Smith
- Director of Central Services: Sue Quanbeck Etten
Pfeifle was recently a shareholder with the May & Johnson law firm in Sioux Falls where his practice focused on civil litigation, employment law, and federal criminal defense. Pfeifle has been practicing law for 16 years. Pfeifle will oversee the City Attorney’s Office and will serve as the City’s chief legal advisor to the City Council, the Mayor, and all City departments, offices, agencies, boards, and commissions.
Franken has been with the City since 2000 and currently serves as Assistant Public Health Director. Franken has over 25 years of professional experience in health care services and management. She will oversee the operation of the City’s Public Health Department, including Falls Community Health Center.
Smith most recently served as Senior Director of Advocacy and State Health Alliances for the American Heart Association, where he has been employed since 2001. Smith was a member of the Sioux Falls City Council from 2000 to 2006 as well as serving on various government boards and committees. He will oversee the operation of the City’s community development, neighborhood conservation and economic development initiatives in addition to the City’s public parking facilities.
Quanbeck Etten comes to the City from PREMIER Bankcard/First PREMIER Bank where she served as Directing Officer of Software Development Inititiatives. She has 25 years experience in the financial services industry including First PREMIER (2000-2010) and Citibank (1985-2000). Quanbeck Etten will be responsible for the City’s Information Technology, Media Services, Risk and Emergency Management and Facilities Management divisions.
Franken, Smith, and Quanbeck Etten will take over from current directors of the departments whose appointments are not being renewed by Mayor Huether, including: Judy Buseman (Public Health), Randy Bartunek (Community Development and Public Parking) and Michael Hall (Central Services). Pfeifle will take over the City Attorney role as Robert Amundson is also not being reappointed by Mayor Huether.
City Charter requires advice and consent when any officer or employee has authority over more than 5 percent of the City’s employees or budget. The Public Health Director has over 5 percent of the City’s employees; therefore, Franken’s appointment is not effective until the City Council provides advice and consent. As the City’s legal officer, Pfeifle’s appointment also requires advice and consent of City Council. Mayor Huether announced that he intends to seek advice and consent regarding Franken’s and Pfeifle’s appointment at the June 21 City Council meeting. Smith’s and Quanbeck Etten’s appointments do not require advice and consent of the Council.
Biographical information for each of the respective newly appointed City Directors and the appointed City Attorney is attached to this release. A June 28 start date is anticipated for Smith, July 6 for Quanbeck Etten, and July 19 for Pfeifle and Franken (pending advice and consent of the City Council).
Mayor Huether also announced today that he is reappointing the following City Directors subject to the advice and consent of the City Council:

- Mike Cooper as Director of Planning and Building Services
- Mark Cotter as Director of Public Works
- Sally Felix as Director of Siouxland Libraries
- Donn Hill as Fire Chief
- Don Kearney as Director of Parks and Recreation
- Bill O’Toole as Director of Human Resources
- Gene Rowenhorst as Director of Finance
Mayor Huether will also seek advice and consent regarding these reappointments at the June 21, 2010, City Council meeting.
Mayor Huether will hold a press conference at 2:30 p.m. on June 14 at City Hall, first floor conference room, where he will answer questions from the media regarding these appointments.
