Title: 2010 Additional Maintenance and Rehabilitation Projects


The 2010 Maintenance and Rehabilitation Program ($7.13 million) includes:

  • Crack sealing of asphalt pavement.
  • Concrete paving rehabilitation (joint, spall, and panel repair).
  • Microsurfacing of asphalt streets.
  • Mill and overlay of asphalt streets.
  • Core neighborhood street reconstruction (23 neighborhood blocks).

Public Works has increased the 2010 Street Maintenance and Rehabilitation Program by an additional $2.6 million, now totaling $9.73 million (see combined map), by reprioritizing capital funds originally planned for street expansion, realizing project savings from very competitive bids, and using available federal funds of $0.6 million. $2.0 million of the $2.6 million is sales tax funding that has been identified from the following projects:

  • $1.4 Million, Arterial Street Expansion Project: The reduction in this project comes from the following projects:
    • No expansion of 69th Street east of Cliff Avenue. We planned to expand the north side of 69th Street in the first quarter mile east of Cliff Avenue. This will be performed at a later date.
    • Moved the expansion of Maple Street from Marion Road to Career Avenue from 2011 to 2012.
    • Reduced the scope of the design work for South Louise Avenue from 85th Street to 95th Street.
    • Reduced the scope of the design work for 41st Street from Sertoma Avenue to the Tea Ellis Road.
  • $0.3 Million: 41st Street and Louise Avenue Intersection.
  • $0.3 Million, River Boulevard: Cliff Avenue to Southeastern Avenue.

The additional maintenance and rehabilitation projects were selected using the following criteria:

  • Overall Pavement Condition Index (from Pavement Management System).
  • Average Annual Daily Traffic (ADT).
  • Street Maintenance Concerns/Pothole Hotline Complaints.

The 2010 Additional Maintenance and Rehabilitation Projects are as follows (see attached map):

  • Tenth Street and Cliff Avenue intersection—asphalt overlay.
  • Minnesota Avenue from I-229 to Russell Street—multilevel approach.
  • Russell Street from the Big Sioux River to Minnesota Avenue—asphalt overlay.
  • 41st Street from I-29 just west of Marion Road—joint and spall repair.
  • Rice Street from Cliff Avenue to I-229—asphalt overlay.
  • Cleveland Avenue from Tenth Street to Rice Street—asphalt overlay.
  • Grange Avenue from 12th Street to 33rd Street—mill overlay.

Additional sales tax (capital improvement) dollars have been planned to complete additional street reconstruction projects in 2011. These projects will improve the driving surface and improve capacity of existing intersections in the city. Capacity improvements include additional lanes (through and left- and right-turn lanes) in the established parts of the city. To accomplish this work on schedule, field surveys and roadway design activities need to begin in 2010. Therefore, a portion of the additional funds for 2010 will be directed to begin this field survey and design work. The projects include:

  • Tenth Street - Kiwanis Avenue to West Avenue: Reconstruction from Kiwanis Avenue to Western Avenue and mill and overlay from Western Avenue to West Avenue.
  • 57th Street - Marion Road to the Tea Ellis Road: Widening to four lanes from Marion Road to Holbrook Avenue, mill and overlay from Louise Avenue to Marion Road and Holbrook Avenue to the Tea Ellis Road, restriping to four lanes from Holbrook Avenue to the Tea Ellis Road.
  • 14th Street: Phillips Avenue to Minnesota Avenue.
  • 26th Street: I-229 to Southeastern Avenue (design and SDDOT coordination only).

Mayor Mike T. Huether, and Mark Cotter, Director of Public Works, will conduct a press conference next Wednesday, June 30, 2010, at the corner of Cliff Avenue and River Boulevard, to release the anticipated project start and completion dates for the planned repair work to the Sioux Falls streets.
