Subdivision Ordinance Updates Proposed

Introduction
The City of Sioux Falls’ existing subdivision ordinance was adopted on Nov. 3, 1980, April 5, 1993, and again on Feb. 2, 1998. After two and a half years of review and analysis by staff and an advisory board – Infrastructure Review Advisory Board – the ordinance was recommended for approval on May 21, 2008. It then was heard at a public hearing at Planning Commission on June 4, 2008. The ordinance will have a public hearing on Monday, July 7 at City Council. The meeting will be at the Carnegie Town Hall and the hearing(s) will start at 7:00 p.m.

Executive Summary
Back in 1998, there was a clear direction to link the engineering design standards to the subdivision ordinance. At that time the two documents were melded and the construction standards were made part of the ordinance for how to subdivide land. Over the years, the standards for how engineering should be completed within the principal elements (streets, sanitary sewer, water, storm drainage, ) were updated through IRAB and City Council on an annual basis. While the subdivision ordinance is being updated every ten years. The conflicting messages are being addressed with this version by reference to the approved engineering design standards.

The two main sections of the ordinance are the process for subdividing land and the criteria for the coordination of subdivisions. The public input received within this amended version was to improve and clarify the process for Concept Plans, Preliminary Plans, Development Engineering Plans [Final Plans] and Plats. While the criteria for coordinating subdivisions were not significantly amended.
