The City of Sioux Falls has been receiving access petitions along the Russell Street corridor and would like to develop an access management policy for the corridor as a whole to address the petitions in a consistent manner. The objective of this study is to evaluate the access conditions of the Russell Street corridor, which is a principal arterial street with limited access according to the Engineering Design Standards by the City of Sioux Falls. The study will identify long-term action to maintain the capacity and reduce safety concerns along the corridor.
