Phillips Avenue was totally reconstructed early this year from building front to building front  during the months of April to early June. Along with utilities and street improvements, improvements were also made to pedestrian facilities along the two block segment. The good spring weather and an efficient contractor have completed the project and the street is totally open to traffic for all of the upcoming Downtown activities.
