This notice provides the public with an opportunity to examine and comment on Amendment No. 2 to the 2017 Annual Action Plan for the City of Sioux Falls for a period of 30 days. Low- and moderate-income persons, racial and ethnic minorities, non-English speaking persons, and persons with disabilities are specifically encouraged to review and comment on the proposed amendment. The Action Plan is part of the City’s Consolidated Plan. It identifies specific activities to be undertaken with the use of federal funding from both the Community Development Block Grant (CDBG) Program and Home Investment Partnerships (HOME) Program. Anyone wishing to comment on the proposed amendment should do so in writing and send the same to Community Development, 235 W. 10th St., P.O. Box 7402, Sioux Falls, SD 57117-7402. Written comments must include the name and address of the individual submitting the comment. The comment period ends at 5 p.m. on December 18, 2017.
Single-Family Housing Rehabilitation: $137,386 of CDBG will be added to this activity. The revised 2017 budget is $533,216. Funds are provided to low-income owner-occupants to maintain their homes in a decent, safe, and sanitary condition. The maximum household income is 80% MFI. The maximum funding available per project is $24,999, but could be further limited based on rehabilitation needs, length of ownership, county assessed value, equity, and income.
Neighborhood Revitalization administered by Affordable Housing Solutions. $39,662 of HOME funds will be added to the program. The revised 2017 budget for the program is $1,497,544. Extremely dilapidated properties contributing to neighborhood deterioration are acquired. After acquisition, each property is either: (a) demolished with new housing constructed on the site, or (b) rehabilitated into quality affordable housing. Each new or rehabilitated unit is made available for sale or lease to a household whose income is no greater than 80% of median family income.
Emergency Mobile Home Repair. $20,000 of CDBG funds will be added to this program. The revised 2017 budget is $42,000. Loans are provided to owner-occupants of mobile homes to repair deficiencies that could be potentially life threatening. Maximum household income is 80% MFI. The program provides up to $3,000 per unit during the life of the mobile home. Funding is provided as a no-interest deferred loan that is forgiven after one-year of ownership and occupancy following completion of the repair work.
Tenant-Based Rental Assistance administered by Sioux Falls Housing and Redevelopment Commission. Of the $230,000 available for the program, $215,000 will be used for rental assistance and $15,000 will be used for administration of the program. The total available for this program is unchanged but the amount utilized for administrative purposes has been reduced.
Administration and Delivery Costs of Programs: $34,000 of CDBG funds, $6,000 of HOME funds, and $46,000 of City general funds will be added to CDBG and HOME administration allocations.
Additional funding for the new or increased allocations listed above is obtained from completed or canceled programs and activities that did not utilize their entire budgets.
