Liquor License Lottery

Per the 2020 United States Census numbers, the City of Sioux Falls has 16 off-sale liquor licenses and 7 on-sale liquor licenses available to be issued.

Previously the City maintained a waiting list for these license types because there were more applicants than licenses. In March of 2022, City Council approved an ordinance to allow the City to conduct lottery drawings for both off-sale and on-sale licenses upon one or more of either license type becoming available.

The liquor license lottery applications will be accepted beginning at 8:00 a.m. on July 7, 2022 with the deadline being 5:00 pm. on - July 21, 2022. No applications will be received prior 8:00 a.m. on July 7th, 2022 nor after 5:00 p.m. on July 21, 2022. The applications must be submitted in person to the Licensing Office, City Hall, 224 West Ninth Street, Sioux Falls, SD 57104.

The application period begins at 8:00 am on July 7, 2022 and closes at 5:00 p.m. on July 21, 2022. Applications will be accepted during normal business hours.
Liquor license lottery applications must be submitted to the City Licensing Office located on first floor of City Hall, 224 West Ninth Street, Sioux Falls, SD 57104.
No, it must be submitted in person.
No, the city can only accept one lottery application per business address. At the time you bring the liquor license lottery application, the business address will be noted and no subsequent applications with that same business address will be accepted.
You can contact the Register of Deeds office for your appropriate county.
The lottery will be held at 10 a.m. on Wednesday, July 27, 2022. The lottery drawing will be open to the public. If on-sale and off-sale licenses are available, there will be a separate lottery conducted for each license type.
The lottery will be held in the Commission Room located on first floor of City Hall, 224 West Ninth Street, Sioux Falls, SD 57104
The Primary Contact is defined as the person who can address questions or issues related to your lottery application.
The non-refundable lottery application fee is $100.00. The payment must be made payable to City of Sioux Falls and be submitted at the time you submit your lottery application.
The city will accept cash, check or card.
The checks will be deposited in the City’s bank account within one to two business days of receipt.
The City of Sioux Falls adopted a lottery process in order to select the potential liquor license. See Sioux Falls City Ordinance section 111.012.2 and 111-015.2.
