Dell Rapids Native Returns to Serve as City’s Chief Technology Officer
Rick Weelborg has been named the City of Sioux Falls’ first Chief Technology Officer. The announcement comes from Mike Grigsby, Director of Innovation and Technology for the City.
Weelborg has oversight of the City’s Information Technology Division, technical support and operations as well as identifying and fulfilling long-term needs for citywide information systems. He was most recently based in Houston, TX.
“Technology has become an integral component to every employee and citizens’ lives,” Grigsby said, “and it’s imperative that we develop solutions that can meet the needs of both today and tomorrow. Rick’s breadth of experience across a variety of domains and expertise within Information Technology will assist the City in achieving its technology goals well into the future. He is a tremendous asset and we’re excited to have him join the team.”
With over 21 years’ experience in the private sector, Weelborg has worked at IBM, Hewlett Packard and other cybersecurity firms focused on improving and providing high quality IT services.
He brings a robust reputation for developing technical strategies, managing and coordinating with industry vendors and third parties, and building high-performance teams that improve overall customer experience.

Weelborg grew up in Dell Rapids, attended Augustana University, and earned a Bachelor of Science in Business Management from the University of Phoenix.
As a member of the U.S. Army’s 25th Infantry Division, he began his career in Information Systems and Signal Support.
