Annual Free Pass

The Sioux Falls Regional Sanitary Landfill annual free pass program is changing!

What is the annual free pass program?

The Sioux Falls Regional Sanitary Landfill has offered residents a free pass to the landfill every year for the past decade. The goal of the program is to offer residents a chance to dispose of items free of charge that may otherwise crowd private property or be illegally discarded. Our goal is to keep Sioux Falls clean!

In years past, a postcard was mailed to Sioux Falls residents who receive a utility bill from the City. In 2023, the landfill purchased new software that allows staff to scan Sioux Falls residents’ driver’s licenses or state IDs to redeem the free pass instead of printing and accepting a postcard. This change allows more people to participate in the program, for example individuals who live in multi-family housing like apartments.

While the pass itself is going paperless, the program remains the same: one load per household address (less than 10,000 lbs gross vehicle weight).

What if I recently moved to Sioux Falls and my ID doesn't match my current address?

Welcome to Sioux Falls! New residents can bring a piece of mail confirming their name and current Sioux Falls mailing address.

Accepted mail must:

  • Show your name (name on mail must match the driver’s license/state ID)
  • Have your physical/residential address (cannot be handwritten documents)
  • Be less than three months old

Examples of such documents are a utility bill, pay stub, rent receipt, phone bill, bank statement, mortgage document, homeowner’s insurance policy/bill, tax document or vehicle registration.

What if my address is outdated on my ID?

Please bring a piece of mail confirming your name and current Sioux Falls mailing address.

Accepted mail must:

  • Show your name (name on mail must match the driver’s license/state ID)

How do I know if I qualify for the free pass?

The free pass program is open to all Sioux Falls residents, which include the following zip codes:

57005, 57015, 57018, 57033, 57039, 57103, 57104, 57105, 57106, 57107, 57108, 57110, 57117, 57197

If there is more than one person living at an address, can we all use a free pass?

No. The program allows for one load per household address. The person using the pass should have a driver’s license or state ID that matches their current home/business address.

Please note: Individuals living in multi-family housing like apartments can participate in the program. Their driver’s license or state ID should have their specific unit/apartment number on it.

When can I use the free pass?

In 2023, passes are accepted starting Monday, April 3. For 2024 and beyond, passes will reset on January 1 and can be used any time before December 31.

I can't remember if I used my free pass

Landfill staff can look up your address to see if the pass associated with it has been used.

Why isn't the City using postcards as passes?

The elimination of postcards as free passes saves money and time for the City, making the program more efficient. Plus, using less paper minimizes waste in our community.

I received a postcard in the mail. Is that my free pass?

No. The postcard you received in the mail (April 2023) is not a free landfill pass. This postcard is intended to alert Sioux Falls residents of the change in the landfill pass program.

If you live outside the zip codes listed and have previously participated in the program, please contact the landfill team at (605) 367-8162.

What if my driver's license or state ID is expired?

Expired driver’s licenses or state IDs will not be accepted. Consider renewing your driver's license or state ID before you redeem the free landfill pass.

What other forms of ID are accepted?

Only driver’s licenses and state IDs are accepted. Other forms of identification generally do not include current addresses, which is required for the new landfill software.

What if I live outside of Sioux Falls?

If you live outside the zip codes listed and have previously participated in the program, please contact the landfill team at(605) 367-8162.

Instead of receiving a mailed postcard, Sioux Falls residents will now scan their current driver's licenses or state IDs on-site at the landfill to redeem their free pass. While the pass itself is going paperless, the program remains the same: one load per household address (less than 10,000 lbs gross vehicle weight).

If your driver’s license and/or state ID does not match your current Sioux Falls address, please bring a piece of mail to verify your current address.

Passes for 2023 are valid through the remainder of the year and will reset annually on January 1.
